Mississippi Client Assistance Program

Client Assistance Program, or often referred to as CAP, is a state managed and federally funded program designed to advise and inform clients and client applicants in the state of Mississippi. CAP assists in providing information obtaining to available services and benefits under the Rehabilitation Act of 1973 as well as the services and benefits available to individuals under Title I of the Americans with Disabilities Act of 1990 (ADA). In addition to this, CAP may assist and advocate for clients and client applicants in relation to projects, programs, and services provided under the Rehabilitation Act. CAP is funded through the Rehabilitation Services Administration (RSA) of the US Department of Education.

History of MS-CAP

In 1984, the amendment covered only 3 counties in the state of Mississippi; Hinds, Madison, and Rankin counties. During this time, the Mississippi Department of Rehabilitation Services (MDRS) would send CAP all unsuccessful rehabilitation cases. CAP would then reach out to the clients and discuss their options in reevaluating their case.

In 1988 CAP was made mandatory for each state and US territory to receive federal funds for Vocational Rehabilitation. This is when our 800 number (800.962.2400) was introduced in order to provide information to state representative’s offices as well as others when they received calls from a client or client applicant about MDRS services. CAP now covers all 82 counties in Mississippi and regularly speaks to counselors, both new and old, about client’s rights and the services the client may qualify to receive.
CAP is one of many services and outreach programs provided by Mississippi Society for Disabilities (MSD) for individuals in the State of Mississippi. CAP Serves on the State Rehabilitation Council (SRC) and works side by side with MDRS to find new ways of helping and improving the overall quality of life that clients receive. CAP deals with a larger volume of Information and Referral (I&R) services and informs clients and client applicants of other organizations that may better assist their needs.
